SAIELN’S THIRD BIENNIAL CONFERENCE ON FOOD SECURITY AND INTERNATIONAL LAW: CRITICAL AND INTERDISCIPLINARY PERSPECTIVES

Description: SAIELN hosted the third biennial conference on Food
Security and International Law: Critical and Interdisciplinary Perspectives on 19th – 20th December 2022
in Kochi, Kerala. The conference provided a platform for experts, policymakers, lawyers, academics,
economists, and civil society partners to exchange views on the multifaceted challenges of food security
including the permanent solution on public stockholding at the WTO, developing country perspectives
regarding food security, the role of blue economy, sustainable development, litigating food security etc.
The two-day conference was organised in association with the National University of Advanced Legal
Studies, the Centre for Trade and Investment Law, the Centre for WTO Studies and IIFT, as part of the
curriculum under the WTO Chairs Programme. Renowned institutions like Durham University, the University of
Portsmouth and the University of Wollongong provided academic and financial support to the conference.

On Tuesday 11 May 2021 at 2pm BST, Professor Leïla Choukroune and Professor James J. Nedumpara launched a
new textbook published by Cambridge University Press entitled International Economic Law: Text, Cases and
Materials. The authors presented and discussed the contents of their book as part of a virtual launch
event. The textbook, available in June 2021, is an examination of the core principles, landmark disputes,
and modern developments in IEL reflecting a global approach.
Webinar on "Mediating Justice: Expertise and Independence in Judicial and Non-Judicial Contemporary Settings"

SAIELN organised a webinar in partnership with the University of
Portsmouth in its 28th session of the All University Interdisciplinary Webinar Series, on 18 November
2020, at 2 PM (UK time). Titled ‘Mediating Justice: Expertise and Independence in Judicial and
Non-Judicial Contemporary Settings’, the webinar featured retired judge of the Supreme Court of India,
Justice B.N. Srikrishna, discussing expertise and independence in judicial and non-judicial contemporary
settings with Professor Leïla Choukroune, Professor of International Law and Director of the University of
Portsmouth. Justice Srikrishna recalled his unique legal career and reflected upon issues of justice and
rights in a comparative fashion. He deliberated upon the events leading up to his career as a lawyer, his
appointment as a judge at the Bombay High Court and subsequently, the Supreme Court of India, and his key
roles as an expert presiding over commissions dealing with complex socio-political issues. This included
his roles heading the Commission that investigated the 1992-93 Bombay riots, the Sixth Central Pay
Commission, and the Committee on Data Protection, among others. He also contemplated his interest in
Indian culture and philosophy and how this has informed his approach to his work.

South Asia International Economic Law Network, The Centre for Trade and Investment Law and University of
Wollongong, Australia organised a talk by Prof. Markus Wanger, Associate Professor, School of Law,
University of Wollongong on “The Future of Trade Dispute Settlement: WTO Panels and The New
Plurilateralism”. The event was chaired by Prof. Abhijit Das, Head and Professor, Centre for WTO Studies
and the talk was followed by enlightening inputs from Dr. (Mrs.) Vijaya Katti, Professor and Dean,
Administration (Academics) and HOD (Economics & Trade Policy), Dr. Ram Upendra Das, Head and Professor,
Centre for Regional Studies and Dr. James Nedumpara, Head and Professor, CTIL. The event concluded with a
question-and-answers sessions where the audience posed some deep and thoughtful questions which were
answered by the brilliant experts gathered. It can be said with some conviction that a broader
understanding of the events at the WTO and the “new plurilateralism” was achieved by those gathered.
Launch of the Special Issue of the Manchester Journal of the International Economic Law

The launch of the Special Issue of the Manchester Journal of the International Economic Law was organized
by SAIELN in collaboration with the University of Portsmouth, CTIL and CITEL. Dr. Manoj Pant, Director,
Indian Institute of Foreign Trade, New Delhi, was the Chief Guest. The launch included informative
presentations by some of the contributors to the issue, namely, Dr. James J Nedumpara, Dr. Sai Ramani
Garimella, and Prof. Leila Choukroune.
Discussion Session on ‘Paradise Lost or Found? – The Post WTO International Legal Order (Utopian and Dystopian Possibilities)’

The session began with a welcome address from Dr. James Nedumpara, who provided a brief background to the
current crisis facing the WTO Appellate Body. This was followed by a keynote address by Prof. Picker, who
shared insights from these workshops, the methodology of the studies, and some possibilities that were
debated in them.

SAIELN's Second Biennial Conference on "The Law of the Blue Economy: International and South Asian Perspectives"

Dr. Christy Fernandez, Chairman, KSIDCL, gave the inaugural address, speaking on the fundamentals of blue economy. He emphasized on the need for creating awareness towards an inclusive decision making. Dr. Ravi Raman, Member, KSPB spoke on Non-Tariff Measures as the major constraints faced by the developing economies and the scope for intensifying regional trade. Prof. Peter Van den Bossche, Former WTO Appellate Body Member and President, Society of International Economic Law gave a video address. He emphasized on the need for adopting an integrationist approach among the different streams of law and policy making.

The Panel discussion was held on "Shaping the Future of WTO". The crisis with regard to the functioning of the Appellate Body was the key point of contention. Many options were explored and a comination of approches were discussed for strengthening the WTO and preserving the WTO dispute settlement system.The discussants stressed on the importance of a working Appellate Body to establish a rule-based discipline in the WTO.

SAIELN is organizing a webinar in partnership with the University of Portsmouth in its 28th session of All University Interdisciplinary Webinar Series on 18 November 2020, at 2 PM (UK time). The Webinar is titled ‘Mediating Justice: Expertise and Independence in Judicial and Non-Judicial Contemporary Settings’. Former Indian Supreme Court Judge, Justice B.N. Srikrishna will be joining the event and will give a talk on the expertise and independence in judicial and non-judicial contemporary settings. From 1993 to 1998 he presided over the "Srikrishna Commission", which investigated the 1992-93 Bombay riots. His independence and expertise have been recognised in a large variety of judicial and non-judicial settings. Rapporteur to the government of India on issues of arbitration, data protection or finances, he has been able to bring together scholars and practitioners of different backgrounds and opinions. In his conversation with Professor Leila Choukroune, he will also recall his unique legal career and reflect upon issues of justice and rights in a comparative fashion.
